Spurgeon Robinson is the founder, President and Chief Executive Officer (CEO) of MPACT Strategic Consulting LLC (MPACT) and MPACT Construction Services/dba. MPACT is a certified Minority-Owned Business Enterprise, Airport Concessions Disadvantaged Business Enterprise (ACDBE) and a certified federal 8(a) Small Business.

Mr. Robinson leads one of the fastest growing consulting and advisory services firms and is considered an innovator and leader in Program Management, Strategy, Compliance and Emergency Management. He has broad and diverse experiences across multiple industries in both the public and private sector. He specializes in helping organizations maximize results and expectations through bold and innovative ideas and implementations. Esrone McDaniels, MPA

Esrone McDaniels boasts over 24 years of management experience in disaster recovery and strategic leadership, with a proven track record in both state government and private sector firms. He has extensive expertise in project portfolio performance, client engagement, financial management, contract compliance, and risk management.

Esrone’s innovative strategies and visionary outlook have been pivotal in achieving successful outcomes in business development and pipeline management within the disaster recovery field. His primary responsibilities include supporting executive and senior management with leadership and strategic planning, emergency management and response, business development, financial and resource management, risk management and compliance, as well as stakeholder engagement activities.

Bethany F. Bell, CSM

Director Operations

ASSERTIVE. GOAL ORIENTED. RELIABLE.

With a relentless drive for efficiency and excellence, Mrs. Bell serves as the Director of Operations. Mrs. Bell’s passion for process optimization and strategic leadership is pivotal in the growth and success of the organization. She has been a key contributor in driving operational excellence and delivering exceptional value to clients and stakeholders. She has a track record of successfully streamlining workflows, enhancing productivity, and optimizing resource allocation.

As Director of Operations, she brings over 14 years proven expertise in overseeing and improving operational functions, process improvement, policy and procedure development and project administration, management and coordination, and compliance and monitoring. Mrs. Bell has managed billions in disaster grant funds and provided grant administration and recovery efforts for federal, state, and local governmental entities under the U.S. Department of Housing and Urban Development (HUD) and Federal Emergency Management Agency (FEMA) programs. 

Kristina Cruz, CGM 

Director, Housing Recovery Program

Kristina Cruz possesses over 25 years of experience as a Housing and Disaster Recovery grant and project management professional. Kristina provides project leadership and is responsible for key project management and grant management activities related to emergency management, disaster recovery, and Community Development Block Grant funded programs. She has firsthand experience with assessing and preparing responses to HUD and OIG audits and documenting compliance policies and procedures. Kristina’s knowledge and experience working with both small and large complex projects for private and public-sector clients has proven her to be a solid resource and asset to the emergency management and disaster recovery team of professionals. Kristina is a Registered Scrum Master and a Texas Certified Grant Manager. 

Joshua Jackson, Director

Infrastructure & Resiliency Programs

Mr. Jackson possesses more than 18 years of experience as a Senior Project Grant Manager. He has subject matter expertise in emergency management, disaster recovery, housing/
infrastructure grants, and economic development. He leads program implementation and navigates stakeholders through complex state and federal regulations. He is A Senior Project Manager and Certified Floodplain Manager with over 20 years of experience in Grant/Project Management. Subject Matter Expert in Housing, Infrastructure, Emergency Management,
Economic Development, and CDBG-DR, CDBG-MIT and FEMA PA Programs.

Kimberly Robinson

Kimberly Robinson is an innovative professional with over 20 years of combined experience in Human Resources and Marketing Communications. She is a results focused leader and delivers solutions to create a culture that champions the organizations most important asset…our
employees. Her solutions and innovation assist the company with consistently meeting goals. Her focus areas include talent acquisition, talent management, expanding HR functional
capabilities and optimizing diversity, equity,
and inclusion. 

During her tenure at MPACT, Kimberly has implemented a number of programs that have expanded the company’s workforce and streamlined efficiencies. In her spare time, she loves to travel, enjoy the great outdoors and spend time with family and friends. Her motto is the glass is always half full and she is passionate about making a positive MPACT on others.

Mahssan “Bear” Afkhami

Federal Capture Manager

Bear Afkhami is an emergency management, climate change and BD professional. He has 12 years of experience in prevention, protection, mitigation, response and recovery. His credentials include the ACCO’s Climate Change Professional (CC-P), Master Military Emergency Management Specialist, FEMA certified Professional Continuity Practitioner, FEMA Infrastructure Protection, FEMA APS and holds an EMT license. In 2021, Bear was appointed by Governor Hogan to serve a four-year term in the Maryland Health Department.

Bear is a frequent lecturer at conferences and publisher of articles and papers. He has written for leading emergency management publications. In 2022 and 2023 he has spoken on technology, mitigation, climate change, water/energy and BRIC at the National Hurricane Conference, National Resilience EXCH Summit, Cyber Maryland Conference, as well as Texas, Virginia and Maryland’s Emergency Management conferences.

Danielle Chatman

Danielle is an experienced financial professional with over 20 years of experience in several industries including oil and gas, manufacturing, and technology. With her years of experience, she possesses a firm business decorum. Danielle’s industry-leading expertise and steadfast dedication to serving as an extension of her clients’ businesses has helped lead the way for sound financial strategies that foster growth. She has a keen eye for identifying risk as well as process improvement. Danielle brings a forward-thinking mindset helping her focus on the now, as well as how today’s actions will assist in the pursuit of tomorrow’s goals. For her, nothing is more important than ensuring that she helps to prepare organizations to be financially stable in both the short-term and long-term future.

Milan Aron

Chief of Staff

Milan Aron brings over 10 years of experience to her role as Chief of Staff at MPACT Strategic Consulting. Starting as a receptionist for a general contractor, she quickly transitioned to the procurement side of bidding contracts. This foundational experience, combined with her understanding of MPACT’s advisory services, allows her to integrate consulting blueprints with project execution seamlessly.

In her role, Ms. Aron is the indispensable right hand to the CEO and the Executive team, managing logistics, schedules, and presentations. Her responsibilities include project management, problem-solving, decision-making, and evaluating company-wide tasks. Through meticulous planning and effective management, she ensures the company’s physical, economic, and legal stability.

Ms. Aron excels in communication with stakeholders, project assessment, and performance measurement. She is a critical bridge between employees and executives, facilitating task achievement and overall company functionality. Her expertise extends to meeting preparation, hiring, and management.

As a cornerstone of the organization, Ms. Aron collaborates closely with the CEO and leadership team, keeping the company connected and coordinated. Her ability to support and listen to employees’ ideas or concerns showcases her leadership and interpersonal skills. Ms. Aron is not just a planner; she is the backbone of the organization, steering it towards success and contributing significantly to MPACT’s achievements.

Curtis Bowens Jr., Scrum Master (RSM)

Curtis Bowens boasts over nine years of invaluable disaster recovery expertise, having dedicated over eight years to the MPACT organization. With a profound understanding of FEMA PA programs, Grant Management, Grant Administration, Site Inspections, and Project Management, Curtis significantly enhances MPACT’s capabilities. Post the catastrophic floods induced by Hurricane Harvey in Houston, TX, Curtis extended crucial project management support to local clients across the region. Amidst the challenges of the Covid-19 Pandemic, Curtis effectively led a team of over 80 case managers in administering Cares Act and ARPA funding, amounting to nearly $150 million. Curtis remains abreast of the latest developments in state, federal, and county regulations, policies, and procedures governing various public assistance programs, leveraging his SCRUM certification effectively. Outside of work, he enjoys unwinding at the local basketball gym or cherishing moments with his family and friends. His ultimate aspiration is to leave an enduring impact on MPACT’s mission.

Anna Jackson, CGM

Senior Manager

OBSERVANT. INTUITIVE. RESPONSIVE.

Ms. Anna Jackson started her service with the State of Texas in 1999 with the Section 8 Low Income Housing Program, administered by the Texas Department of Housing & Community Affairs (TDHCA), and later became a Section 8 Regional Coordinator. In 2009, she began her career in Disaster Recovery after Hurricane Ike/Dolly struck Texas. Ms. Jackson worked in Contract Management, Financial Management and later became the Grant Manager for Infrastructure/Housing overseeing various areas of Texas. Ms. Jackson assisted with the FEMA PREPS Program, in the financial management division, conducting quality assurance reviews of invoices and other tasks that lead to the success of the program. Ms. Jackson is currently the Project Manager Lead for the Case Management Team in Puerto Rico, which manages the Housing, Recovery, Reconstruction and Relocation (R3 Program) Program.

In her spare time she can be found spending time with her family, researching how to grow her and her fiance’s business and planning her wedding all while chasing her adorable grandson around. Her goal is to always strive for better and help those around her.

Ingrid Jones

Senior Manager

Ms. Ingrid Jones began her housing and infrastructure experience 25+ years ago in property management including tax-credit, multi/single-family management, project/tenant-based voucher programs, rehab/new construction and more. September 2005 began her Disaster Recovery (DR) experience during Hurricanes Katrina/Rita causing catastrophic devastation to the Gulf Coast region, primarily New Orleans and surrounding areas. Ingrid has been employed in several disaster recovery efforts including Permanent Supportive Housing (PSH), Small Rental Property Program and the Great Flood of 2016. Ingrid’s prior housing and infrastructure experience prepared her to facilitate several recovery programs as an Operations Manager assisting low to moderate income families navigate through life-altering disasters, as well as collaborate with the state/federal agencies and stakeholders administering the DR programs. Ingrid’s strong suits are Emergency First Response, Needs Assessments, Program Eligibility, Case Management, Benefits Verification, Constituent Services, Compliance/ Monitoring, and Asset Management.

Ilene Klement, PMP, CSM, CFE

Senior Manager

Ilene Klement joined MPACT in July 2019 as a Senior Project Manager. Ilene has an extensive accounting background with experience in sales/use tax, state/federal tax, auditing, accounts receivable, and accounts payable. Before joining MPACT, she worked for the State of Texas General Land Office as a Grant Coordinator, specializing in DRGR and contracts for their disaster recovery program. She also has a diverse financial background in the technology industry, working at Dell Computer for 10 years, Charles Schwab for 2 years, and URS (now AECOM) for 4 years.

Ilene achieved a Master of Accounting Degree, is a certified PMP, Fraud Examiner and Scrum Master. She is adept at mastering new software and concepts and is efficient when performing accounting, auditing, and financial projects. Ilene is attentive to details and accuracy when performing all duties.

Ilene loves to travel, spend time with her large family, and dogs, enjoys live music and is open to new experiences.

Gilbert Martinez, CFM

Senior Manager

Mr. Gilbert Martinez first got started in the disaster recovery field in June of 2001 with Tropical Storm Allison which impacted the Houston and Southeast Texas region. Since then, he has assisted with several disaster recovery efforts throughout the country including floods, hurricanes, tornadoes, wildfires, and snowstorms. His background in the public and private sectors has helped groom him into providing the best solutions to complex situations among a wide spectrum of stakeholders. Mr. Martinez’s forte is rooted in HUD Environmental compliance coordination, and he is also versed in conducting Preliminary Damage Assessments, Needs Assessments, Duplication of Benefits review, Monitoring and Compliance, disaster response, long-term recovery, mitigation, and preparedness. In his free time, you can often find Gilbert volunteering with his church youth group or enjoying a great meal with his family and friends.

Robin Owens

Senior Manager, Compliance & Monitoring

Robin Owens joins the MPACT team as a Senior Compliance Manager after serving several years as a high-performing independent consultant on numerous MPACT projects.

With a deep understanding of industry regulations and best practices, Robin has consistently implemented robust compliance programs that mitigate risks and ensure legal and ethical compliance. Her ability to navigate complex client relationships and develop effective strategies has earned a reputation for excellence in the field.

Across multiple projects partnered with MPACT and independently, Robin has demonstrated exceptional leadership skills, effectively managing cross-functional teams with strong communication principles that foster seamlessly collaboration with stakeholders at all levels, from executives to front-line employees.

Vicky Ngoie

FEMA PA Subject Matter Expert

PRECISE. ATTENTIVE. DILIGENT.

Mrs. Ngoie is a highly qualified Emergency Management and Project Management professional, with extensive experience in Mitigation Planning, Hazard Mitigation Grant Program (HMGP) and Public Assistant (PA).  

Over the past twenty (20) years, Mrs. Ngoie has coordinated and provided technical assistance to Local, State, Disaster Resistant Universities, and Tribal officials on the preparation, revision, and updating mitigation plans. She served as a Project Manager for HMGP in the State of Florida, Colorado, California, New York, and Louisiana. As a Project Manager in FEMA PA, Mrs. Ngoie has supported Napa County, Texas, Georgia, Louisiana, North Carolina to name a few, from damage inventory development to obligation of Category B through F projects for FEMA reimbursement.  

Mrs. Ngoie served on the Enhanced Plan review panel and the Severe Repetitive Loss Pilot program review committee. She also provided the G318 training to local officials through the Mitigation Planning Workshop and HMGP Applicant Briefing.
