Spurgeon Robinson is the founder, President and Chief Executive Officer (CEO) of MPACT Strategic Consulting LLC (MPACT) and MPACT Construction Services/dba. Bear Afkhami is an emergency management, climate change and BD professional. He has 12 years of experience in prevention, protection, mitigation, response and recovery. His credentials include the ACCO’s Climate Change Professional (CC-P), Master Military Emergency Management Specialist, FEMA certified Professional Continuity Practitioner, FEMA Infrastructure Protection, FEMA APS and holds an EMT license. In 2021, Bear was appointed by Governor Hogan to serve a four-year term in the Maryland Health Department.
Bear is a frequent lecturer at conferences and publisher of articles and papers. He has written for leading emergency management publications. In 2022 and 2023 he has spoken on technology, mitigation, climate change, water/energy and BRIC at the National Hurricane Conference, National Resilience EXCH Summit, Cyber Maryland Conference, as well as Texas, Virginia and Maryland’s Emergency Management conferences.

Mrs. Bell has a multifaceted skill base, a diverse career background and advanced business and management experience. She has over 14 years of experience in emergency planning, response and recovery, program development and management with expertise in the administration of U.S. Department of Housing and Urban Development (HUD) and Federal Emergency Management Agency (FEMA)’s Federal Grant Programs. She has managed billions in disaster grant funds and provided grant administration and recovery efforts. Mrs. Bell has worked with a particular focus on such areas as project administration and coordination, policies, planning, oversight of daily activities, compliance and monitoring, and business operations and process improvement.
Mrs. Bell’s invaluable experience includes providing technical, fiscal, and management assistance to grantees and sub-grantees; and federal, state and local governmental entities.

Curtis Bowens has over 6 years of disaster recovery experience and has been with the MPACT organization for over 7 years. Curtis brings extensive knowledge of FEMA PA programs, Grant Management, Grant Administration, Site Inspections and Project Management to the MPACT Organization. Following the devastating floods attributed to Hurricane Harvey in Houston, Tx, Curtis provided project management support to local clients throughout the region. During the Covid-19 Pandemic, Curtis project managed a team of over 80 case managers to administer Cares Act and ARPA funding totaling nearly $150m. Curtis maintains up-to-date knowledge of state, federal and county rules, regulations, policies and procedures for multiple public assistance programs. In his spare time, he can be found at your local basketball gym or enjoying quality time with his family and friends. His goal is to leave an everlasting MPACT!

Kristina Cruz possesses over 25 years of experience as a Housing and Disaster Recovery grant and project management professional. Kristina provides project leadership and is responsible for key project management and grant management activities related to emergency management, disaster recovery, and Community Development Block Grant funded programs. She has firsthand experience with assessing and preparing responses to HUD and OIG audits and documenting compliance policies and procedures. Kristina’s knowledge and experience working with both small and large complex projects for private and public-sector clients has proven her to be a solid resource and asset to the emergency management and disaster recovery team of professionals. Kristina is a Registered Scrum Master and a Texas Certified Grant Manager.

Ms. Anna Jackson started her service with the State of Texas in 1999 with the Section 8 Low Income Housing Program, administered by the Texas Department of Housing & Community Affairs (TDHCA), and later became a Section 8 Regional Coordinator. In 2009, she began her career in Disaster Recovery after Hurricane Ike/Dolly struck Texas. Ms. Jackson worked in Contract Management, Financial Management and later became the Grant Manager for Infrastructure/Housing overseeing various areas of Texas. Ms. Jackson assisted with the FEMA PREPS Program, in the financial management division, conducting quality assurance reviews of invoices and other tasks that lead to the success of the program. Ms. Jackson is currently the Project Manager Lead for the Case Management Team in Puerto Rico, which manages the Housing, Recovery, Reconstruction and Relocation (R3 Program) Program.
In her spare time she can be found spending time with her family, researching how to grow her and her fiance’s business and planning her wedding all while chasing her adorable grandson around. Her goal is to always strive for better and help those around her.

Ms. Ingrid Jones began her housing and infrastructure experience 25+ years ago in property management including tax-credit, multi/single-family management, project/tenant-based voucher programs, rehab/new construction and more. September 2005 began her Disaster Recovery (DR) experience during Hurricanes Katrina/Rita causing catastrophic devastation to the Gulf Coast region, primarily New Orleans and surrounding areas. Ingrid has been employed in several disaster recovery efforts including Permanent Supportive Housing (PSH), Small Rental Property Program and the Great Flood of 2016. Ingrid’s prior housing and infrastructure experience prepared her to facilitate several recovery programs as an Operations Manager assisting low to moderate income families navigate through life-altering disasters, as well as collaborate with the state/federal agencies and stakeholders administering the DR programs. Ingrid’s strong suits are Emergency First Response, Needs Assessments, Program Eligibility, Case Management, Benefits Verification, Constituent Services, Compliance/ Monitoring, and Asset Management.

Ilene Klement joined MPACT in July 2019 as a Senior Project Manager. Ilene has an extensive accounting background with experience in sales/use tax, state/federal tax, auditing, accounts receivable, and accounts payable. Before joining MPACT, she worked for the State of Texas General Land Office as a Grant Coordinator, specializing in DRGR and contracts for their disaster recovery program. She also has a diverse financial background in the technology industry, working at Dell Computer for 10 years, Charles Schwab for 2 years, and URS (now AECOM) for 4 years.
Ilene earned a Master of Accounting Degree, she is a certified PMP, Fraud Examiner and Scrum Master. She is very quick at learning new software and efficient when performing accounting, auditing, and financial projects. Ilene is attentive to details and accuracy when performing all duties.
Ilene loves to travel, spend time with her large family, and dogs, enjoys live music and is open to new experiences.

Mrs. Ngoie is a highly qualified Emergency Management and Project Management professional, with extensive experience in Mitigation Planning, Hazard Mitigation Grant Program (HMGP) and Public Assistant (PA).
Over the past twenty (20) years, Mrs. Ngoie has coordinated and provided technical assistance to Local, State, Disaster Resistant Universities, and Tribal officials on the preparation, revision, and updating mitigation plans. She served as a Project Manager for HMGP in the State of Florida, Colorado, California, New York, and Louisiana. As a Project Manager in FEMA PA, Mrs. Ngoie has supported Napa County, Texas, Georgia, Louisiana, North Carolina to name a few, from damage inventory development to obligation of Category B through F projects for FEMA reimbursement.
Mrs. Ngoie served on the Enhanced Plan review panel and the Severe Repetitive Loss Pilot program review committee. She also provided the G318 training to local officials through the Mitigation Planning Workshop and HMGP Applicant Briefing.

Mr. Gilbert Martinez first got started in the disaster recovery field in June of 2001 with Tropical Storm Allison which impacted the Houston and Southeast Texas region. Since then, he has assisted with several disaster recovery efforts throughout the country including: floods, hurricanes, tornadoes, wildfires, and snowstorms. His background in the public and private sectors have helped groom him into providing the best solutions to complex situations among a wide spectrum of stakeholders. Mr. Martinez’s forte is rooted in HUD Environmental compliance requirements but he is also versed in conducting Preliminary Damage Assessments, Needs Assessments, Duplication of Benefits review, Monitoring and Compliance, immediate disaster response, long-term recovery, mitigation, and preparedness. In his free time, you can often find Gilbert volunteering with his church youth group or enjoying a great meal with his family and friends.

Mr. O’Connell is an accomplished Urban Planner with over 35 years of professional experience in Community planning, Project/Program management, Environmental Permitting and Construction Oversight. Jeff worked with the State of Texas General Land Office to assist in the planning and implementation of HUD CDBG-DR disaster recovery and HUD CDBG -Mitigation grants for eligible Cities and Counties in Texas impacted by. various natural disasters from 2012 -2017. His expertise in the field of disaster recovery includes grant administration, federal and State CDBG application reviews, project monitoring and compliance, budget review, environmental compliance and construction inspections. Mr. OConnell is a Certified Planner,(AICP), SCRUM Master, and TXCDBG Grant Administrator. Jeff has worked on a variety of large-scale redevelopment projects during his career, particularly the planning and permitting for the redevelopment of a Naval Air Station outside of Boston.
